Evaluasi Pembelajaran Pendidikan Agama Islam Berbasis HOTS (High Order Thining Skills): Strategi Inovatif untuk Mengembangkan Keseimbangan Spiritual dan Intelektual Siswa di Era Merdeka Belajar

The evaluation of Islamic Religious Education learning is expected not only to assess students’ cognitive achievement but also to foster a balanced development of intellectual and spiritual capacities. However, the implementation of Higher Order Thinking Skills (HOTS)-based evaluation in IRE has largely emphasized cognitive aspects and has not yet optimally integrated spiritual dimensions. This study aims to examine HOTS-based evaluation practices in Islamic Religious Education and to formulate evaluation strategies that promote students’ critical thinking skills alongside the internalization of Islamic values. This research employs a descriptive qualitative approach using a Systematic Literature Review (SLR) method, with data analyzed through content analysis techniques. The findings indicate that HOTS-based IRE evaluation can be effectively developed through analytical questions, contextual case studies, reflective activities on Islamic values, and authentic project-based assessments that encourage higher-order thinking while strengthening students’ spiritual awareness. These findings imply the need for a paradigm shift in IRE evaluation toward a more holistic and contextual assessment model, providing practical guidance for educators in designing evaluation systems that balance intellectual and spiritual development
